About Us
Founded in 2011, the Hmong American Mediation Center is a recognized leader in mediation and conflict resolution and is affiliated with the Dispute Resolution Institute at Mitchell Hamline School of Law and Mediation Center.
The HAMC Family Mediation Program meets all training and mediation requirements under Minnesota Court Rule 114. Our mediators are highly trained, qualified, and culturally and linguistically responsive to the communities we serve. Through this program, HAMC has supported hundreds of Southeast Asian families, achieving a 98% case resolution rate.

My name is Tom Yang, and I currently serve as President of the Hmong American Mediation Center. During my term, my focus is on securing funding and grant support to expand the Center’s programs, with the goal of educating families on prevention strategies and effective resolutions to family-related issues.
Traditional Hmong Arbitration
The Traditional Hmong Arbitration Program offers a culturally grounded Alternative Dispute Resolution (ADR) process under Minnesota Court Rule 114 to address legal disputes that are connected to cultural traditions or arise solely from cultural issues.
Juvenile Harm Restoration
The Youth Intervention Program supports adolescents who are truant or involved in minor offenses or property damage. Using a restorative justice approach, youth, victims, and community members work together to acknowledge harm, promote accountability, and determine appropriate resolutions and reintegration plans. Immediate sanctions apply in cases involving criminal activity.
